As the title say I want to recreate this, which than can be used as a basis for a pong game that you control with your TUIO "device"

Can you help me with that (or rather the next step, as I'm not very good at programming).

Check TouchScript examples first.
Next, enable TUIO in TouchScript and see how it gets your objects as touches.
After that you will need to write code to map object ids you receive from touches to game objects/
Shouldn't be hard.
